Setup
To set up the game, each player selects a color and takes all of the cards in that color, as well as the matching pawn. The 20 basic cards are placed face-up in the middle of the playing area, with the remaining cards placed face-down nearby. The 4 action tokens are placed next to the basic cards. Each player starts with 5 coins. The game board is placed in the middle of the players, with space for each player's pawn.

Tempest is a city full of opportunity. There are several different districts in Tempest, each with its own unique goods and customers. The districts are:

When you sell goods or earn influence in a district, you place a cube in that district on your player board to show that you are generating wealth there. At the end of the game, whoever has generated the most wealth in each district wins bonus points equal to half their total (rounded down). Example: If Alice has 5 cubes in The Harbor and Bob has 4 cubes in The Harbor, Alice would earn 2 bonus points at the end of the game (5 ÷ 2 = 2½ rounded down).
Playing The Game A turn in Ascension: Rise to Riches consists of 4 phases: Draw Phase, Action Phase 1, Action Phase 2, Clean Up Phase.
Phase 1: Draw Phase
Draw two cards from your deck into your hand; optionally purchase one card from either row on the market for 3 coins; then draw one more card into your hand.
In this phase, you can purchase any card from either row on the market as long as you have enough coins. You do not have to purchase a card if you don't want to – simply draw three cards instead.
If there are no more cards left in either row on the market (the "market runs out"), then shuffle all of the discarded cards back into both rows and continue drawing until you have three cards.
At any time during this phase (before or after purchasing a card), if you draw another copy of a card that you already have in your hand, discard it immediately.
Hint: You should try to keep at least 3 different types of cards in your hand so that you can play them later.
Phase 2: Action Phase 1
Choose one action token and take its associated action.
Hint: There are four different actions – choose wisely!
Action tokens allow players to do things like take an extra turn, draw additional cards into their hand, or move their pawn around Tempest's districts.) Once a player has taken an action token they cannot take another one until their next turn.
Take another action token if desired OR play any number of cards from your hand.
